7. Policy report — Overview

What this section is for

This is the preparation workspace for the public-facing DisInforMeter policy report (DeConspirator deliverable). It does not host any new psychometric models — those live in 3. Per-wave estimation and 4. Cross-study analyses. What it does host is the derivative work needed to turn validated scales into a designed report:

  1. Country-level aggregates (means, CIs, paired Russian/Chinese FIMI differences, item-level heatmap data) that no other Quarto page exports yet.
  2. A plain-language construct reference card and the Short DisInforMeter language matrix that become Annexes A and B of the report.
  3. Country-stratified SEM paths so each country snapshot can show its three strongest predictors of FIMI.
  4. EU pooled benchmarks used as the reference line across every snapshot.
  5. Print-ready figures — choropleths, ranked bar charts, radar / spider profiles, forest plots, heatmaps, and country-snapshot composites — exported to outputs/policy_report/figures/ at ≥ 300 dpi PNG plus PDF for vector use.

Every output of this section is consumed by the LaTeX report build later. None of these outputs are used by the manuscript pipeline (paper/) — they are siblings, not predecessors.

The figure / table IDs used throughout the pages below (F-07, T-02, A1, …) map 1:1 to the IDs in 02_figures-and-tables-spec.md. Numbering is locked once the design phase ends — do not renumber if the order changes; cross-document references depend on stability.

Output layout

All outputs land under a single root so the LaTeX build can pick them up with one include path:

The single orchestration entry point is R/policy_report/00_run_all.R, which sources every analysis script in dependency order and exits non-zero on any acceptance-check failure.

Status

Every page in this section is a skeleton at the moment — section headers, code-chunk stubs (currently #| eval: false), and orienting prose are in place; the underlying helper functions in R/policy_report/ all stop() with a TODO message. The intended next sprint is to implement the helpers in roadmap order (§1 → §9) and then flip eval: false to eval: true page by page.

Warning

Do not enable execution of these pages in the main render until the helpers in R/policy_report/ are implemented — they will deliberately throw. The section is wired into _quarto.yml so the navigation works, but every analysis chunk currently sets eval: false.
